DEBATE REGULATIONS OF ESC’S ENGLISH FESTIVAL 2016 :

1. The Competition will use British Parliamentary System Debate.
2. There will be 2 rounds of preliminaries and 3 rounds of elimination (Quarter, Semi and Grand Final) rounds.
3. The competition will be start with 2 preliminary.
4. Each team is required to face all 2 preliminary rounds.
5. The top 16 teams will face the elimination rounds.
6. Each team consists of two members.
7. There will be no substitution of member under any circumstances. Changes result in a team considered as walked out (WO) and automatically will not be able to break to top 16.
8. No excuses for lateness.
9. For any walked out team, the committee will provide swing team to replace the blank spot.
10. Swing team will not break to top 16. Swing team will still be scored and put into tabulation system but as if they are included into top 16, their position will be deleted and replaced by the team under the rank.
11. The tabulation system that will be used is tabbie as used in NUEDC and WUDC.
12. The first preliminary round will be drawn by the tabulation system.
13. All the motions will be impromptu motions. The motions will not be limited under English Education aspect but more like common range of English Debating motions which might take from National, Economy, Politics and etc.
14. Case building times will be given for 15 minutes without any additional times.
15. The debaters have % minutes to speak in front.
16. Participants are not allowed to bring communication tools or gadget during case building times and on the debate except for time keeper while speech. Printed materials are allowed to be brought during case building times but are forbidden to be brought on speech.
17. The adjudicator result is absolute.
